According to Cayetano, an act for the Department of Migrant Workers would ensure ethical recruitment for overseas Filipino workers in addressing and regulating various issues on hiring, employment and deployment is just get approved.

Quoted from manilastandard.net, When Cayetano was a senator in 2017, he filed the bill creating such a department and a similar bill in Congress in 2019. Cayetano, as then-Speaker, led in passing the measure in March 2020. The purpose of the bill is to create a Department of Filipinos Overseas and Foreign Employment as a single agency to focus on the Filipino migrants. Then, the Senate approved it on December 14, 2021, the House of Representatives adopted it on the day after to bypass the need for a bicameral conference committee meeting and to allow the measure to be transmitted to Malacañang for President Rodrigo Duterte’s signature.

The bill was finally enacted on December 30, 2021, with the title “AN ACT CREATING THE DEPARTMENT OF OVERSEAS FILIPINO WORKERS (OFW) AND FOREIGN EMPLOYMENT, DEFINING ITS POWERS AND FUNCTIONS, APPROPRIATING FUNDS THEREFOR, RATIONALIZING THE ORGANIZATION AND FUNCTIONS OF GOVERNMENT AGENCIES RELATED TO MIGRATION, AND FOR OTHER PURPOSES.” Alan Peter Cayetano become the principal author with two others, Maria Laarni Cayetano, and Paolo Z. Duterte

A frame for him has been used by more than 11 thousand Filipinos to give him support through social media with the hope for him to keep his spirit and his promise for the nation.

As stated on his website, “Alan believes that every Filipino deserves the best, and he has used his platform consistently to take action and create positive change. Working on the side of families, the poor, the working class, and the disadvantaged, he has fought for the opportunity to make sure everyone gets the chances they need to succeed. Big problems require big solutions, and the only way forward for the Philippines is to “think big” if we want real, lasting structural change.”

As said in CNN Philippines, Alan Peter Cayetano is seeking a return to the Senate in the 2022 polls. An unsuccessfully ran for vice president in the 2016 elections as Duterte’s running mate by Cayetano won’t prevent him.

Quoted from CNN Philippines, Cayetano was elected senator in 2007 and 2013. His last term was cut short after President Rodrigo Duterte appointed him as Foreign Affairs Secretary in 2017. In his latest stint in Congress, Cayetano served as House Speaker for over a year as part of a term-sharing deal with incumbent leader Lord Allan Velasco. The agreement was brokered by Duterte at the start of the 18th Congress to prevent the pro-administration coalition in the chamber from splintering. It is also known that he was first exposed to public service when he was only 13 years old.
